Director of Economic Development
Scott Welmaker, CEcD is the Director of Economic Development for the City of Mansfield.
Scott received his BBA in Real Estate and Master of Public Administration degrees from the University of Texas at Arlington. He graduated from the Economic Development Institute at the University of Oklahoma in 1997. Since 1999 he has been a Certified Economic Developer (CEcD) through the International Economic Development Council.
Scott came to Mansfield in April 2008. He has practiced municipal economic development since 1992 with various cities and chambers of commerce in Tarrant County and in northeast Tennessee.
Assistant Director of Economic Development
Richard Nevins serves as the Assistant Director of Economic Development for the City of Mansfield, Texas and the Mansfield Economic Development Corporation. Nevins has been with the City since April 2006. His primary role is to provide strategic and operational leadership in business development and marketing.
Prior to joining the Mansfield Economic Development Corporation, Nevins was instrumental in economic development initiatives across the United States for Burlington Northern Santa Fe Railway in his position as Regional Economic Development Manager.
A graduate of The University of Texas at Dallas and the University of Oklahoma Economic Development Institute, Nevins is a member of the International Economic Development Council, the Industrial Asset Management Council, the International Council of Shopping Centers, CORENET and the Texas Economic Development Council.
Business Retention & Expansion Manager
Laurie Fleiner serves as an Economic Development Specialist for the Mansfield Economic Development Corporation. Prior to joining the MEDC, she held positions with the Fort Worth Chamber of Commerce and spent several years in Land Use Planning.
Laurie holds a Bachelor of Science degree in Geography from the University of Nevada in Reno. She is a member of the International Council of Shopping Centers, Texas Economic Development Council and the Fort Worth chapter of CREW.
Marketing and Research Assistant
Natalie Phelps serves as the Marketing and Research Assistant for the Mansfield Economic Development Corporation. Prior to joining MEDC, Natalie was the Records Manager for the Mansfield Police Department. Natalie is a member of the International Council of Shopping Centers and Texas Economic Development Council.
