The major steps in the City of Mansfield development process are outlined below. Inquiries regarding zoning, land use, or feasibility should begin by contacting the Planning Department at 817-276-4299.

It is recommended before you begin the development process that you schedule either a DRC or PRC meeting with City staff to help you familiarize yourself with the requirements in Mansfield.

Development Review Committee (DRC):

The DRC is intended to serve as an information gathering meeting for developers, business owners, contractors, or architects prior to making formal application for a building permit. It is an opportunity to meet with multiple departments at once to discuss any of the development regulations and policies, building codes, fire codes, zoning, or the platting process. Departments represented at DRC are Building, Planning, Engineering, Fire, and Water Utilities. There are no specific or minimum exhibits required for a DRC meeting. However, the more information supplied the more assistance staff can provide. Examples of recommended exhibits include a location map, site plan, floor plan, building elevations, information on hazardous materials, property survey or plat. These exhibits may be very conceptual in nature. DRC meetings are scheduled every Wednesday morning.

Plan Review Committee (PRC):

This committee is responsible for review of proposed zoning changes, conceptual thru final development or site plans, plats and gas well applications. This group is the formal review team for submittals on zoning change requests and plats prior to these items being placed on the Planning and Zoning Commission agenda. The meetings are usually for internal staff to share and discuss review comments, but it is also appropriate to have developers scheduled to discuss zoning changes or proposed concept plans prior to or after submittals. Departments represented are Planning, Engineering, Parks, Fire, and Water Utilities. The Planning and Zoning Commission Meetings are held on the first and third Mondays of each month. PRC meetings are at 9:00 am on the Fridays following the P&Z Commission meetings. The agenda is set by the Planning Department; please call (817) 276-4259 with any questions regarding submittals.


Building Permit:

A permit is required for any construction, change in use or occupancy, alteration, and/or repair of any structure, building or building system including plumbing, electrical, mechanical and irrigation systems. If in doubt please contact the City of Mansfield Development Services Department at (817) 276-4220 or (817) 276-4209. To obtain a permit first submit an application, required fees and supporting documentation that is of sufficient clarity to indicate the location, nature and extent of the work proposed and show in detail that it will conform to the provisions of the adopted codes and ordinances. The permit application will be approved and a permit issued when all provisions of the adopted codes and ordinances are met.


Signage:

There are specific regulations regarding the types of signage that may be used, Please refer to section 7100 of the Zoning Ordinance which can be found on the City of Mansfield website or contact Planning and Zoning at 817-276-4287.


Inspections

Multifamily and non-residential projects are inspected by Building, Engineering, Planning, Fire, and Environmental Services for the various requirements of each of these departments. Preconstruction meetings are required by the Building Division and are attended by all departments. Prior to a final inspection of a structure by the Building Inspector all site requirements of the various departments must be complete. It is advised that a walkthrough be scheduled with the various departments well in advance of the anticipated building completion to prevent a delay in the final inspection of the building. Contractors need to call the 24-hour recorded inspection line at (817) 276-4269 to request an inspection.


Certificate of Occupancy

A CO is issued by the Building Official for all multi-family and non-residential projects. As stated above, all requirements of the various departments must be complete prior to a final inspection. A CO is required for the building owner and a separate CO is required for each tenant. To obtain a CO, contact Development Services at 817-276-4220.
